The Rover comic cover Issue No. 1367, 8 September 1951. A series of cut-outs or was it just the cover for this issue? It would seem strange just to have one issue for a series of cut-outs, especially when they are unnumbered, to me it seems it was just a feature for the cover of this issue and not intended to be cut-out, unless other similar covers exist. But it does feature Cardiff City and that is all that matters.

John Baines was one of the earliest printers of soccer cards, starting his business in the 1880s.
Baines originated the packet of football cards, patenting it in the early 1890s. I don't know the exact dates of these cards , the date above is just a guess.

A previously unrecorded supplement from the Daily Mail. As with all the supplements from 1935-36 that I have seen, this has been stuck onto card with the Carlisle United team on the back, both teams have been cut-down to fit by a former scissor happy owner.
Value? I have no idea on this as it's a previously unrecorded item.
